Alioune Moustapha DIOUF is general inspector of education in charge of ICT at the Ministry of Education of Senegal, teacher-researcher at Fastef (Faculty of Science and Technologies of Education and training) at the University Cheikh Anta Diop of Dakar ( UCAD). He is also a tutor of distance learning in (1)- the " Uticef” master's degree (“Use of Information technologies and Communication in Education and Training”) at the University Louis Pasteur of Strasbourg in France ; (2) the “Psgse” master’s degree ( " Sector-based Policies and Management of the educational Systems”) of Fastef and the “Pole de Dakar”. (3)He is member of the Committee the mission of which is to set up an institute of distance learning in Fastef - (4) Alioune represents Senegal as Senior Researcher of tne Panaf Project (Pan-African Research Agenda on the educational integration of ICT) which includes 12 French-speaking, English-speaking and Portuguese-speaking countries ;(5) He is Coordinator of the UCAD’s team of Acep (African capacity Enhancement Program) of the African virtual University (AVU). He serves as Coordinator in Senegal and co-designer of the LYVA Project ( African Virtual Secondary school) including three countries of the South (Morocco, Maurinania, Senegal), financed by the “Fonds Francophone des Inforoutes”( FFI). He was also main researcher in two researches of Ernwaca (Educational Research Network for West and Central Africa) on educational integration of ICT in West and Central Africa.

Diack 63rd President of the LAS


The President Plaque: Professor Moustapha Diack is listed on this plaque
as the 63rd President of the Louisiana Academy of Sciences.

Diack is the First Black African who served as President of the Louisiana Academy of Sciences. Professor Moustapha Diack is an international consultant. He is a global figure in the area of eLearning Technology and assessment as well as the design and integration of multimedia in the classroom. He is past-President of the Louisiana Academy of Science (LAS) and co-founder and Director of the MERLOT Africa Network (MAN). He is also founding Chair of the Pan-African Fora on Open Education Resources (OER) and Open Access (OA). Professor Diack is active researcher in the areas (a) Open Access and Open Education, (b) Assessment of Web 2.0 Technologies, Virtual Communities and Virtual Learning Environment.

Professor Diack received a Title of Honorary Mayor of Baton Rouge from the Mayor of the State of Louisiana in the USA Diack received the title for his contribution in the Education in Louisiana and for having served as President of the Louisiana Academy of Sciences. Moustapha is the recipient of the prestigious 2008 eLearning Innovation Award from MERLOT International Organization.

 

Professor Moustapha Diack is known in the African circles as among the most dedicated son of Africa, who still believe that Africa has a potential of becoming a Developing Nation if the years to come if the continent capitalizes on the adoption and deployment of Information and Communication Technology (ICT) for Development.
